I suspect that the Samuel Fulton named in the 1790 Census is actually the father of Samuel 1773-1850. The 1790 and 1800 censuses only collected the name of the head of the household, and Samuel would have been 17 then. There were 2 males over 16 in the household, 1 under 16, and 4 females. I think it's highly unlikely that a boy of 17 would be in charge of 6 other people.

– This apparent record in the Ohio, U.S., Compiled Census and Census Substitutes Index, 1790-1890 seems to indicate Samuel Fulton living in "Tuskarawa, Washington, Ohio, USA." I do not believe there was ever a Tuskarawa/Tuscarawas Township in Washington County. There is a Tuscarawas County, about 80 miles north of Washington County, so it's possible that he lived there.
I'm also not sure how big Washington County was at the state's founding in 1803. It's possible that what is now Tuscarawas County was originally part of Washington County.
